政府补贴就可以。美国的稀土提取公司MP就是军方投资的。
这个稀土美澳都有,应该不是什么问题:
Samarium occurs in concentration up to 2.8% in several minerals including cerite, gadolinite, samarskite, monazite and bastnäsite, the last two being the most common commercial sources of the element. These minerals are mostly found in China, the United States, Brazil, India, Sri Lanka and Australi

In 2024, MP Materials achieved record-breaking production, delivering more than 45,000 metric tons of rare earth oxides (REO) contained in concentrate, marking an all-time high for U.S. primary production. In previous years, they produced 28,000 tonnes in 2019 and 38,500 tonnes in 2020, contributing to over 15% of global production. The company has invested nearly $1 billion to restore the full rare earth supply chain in the United States, with a significant portion of production processed at their California refinery.
