Ukraine’s sovereignty is affirmed, but it must stay out of NATO permanently, cap its army at 600k, and accept Crimea, Donetsk and Luhansk as de facto Russian, with Kherson and Zaporizhzhia frozen along current lines.
In exchange, Ukraine gets U.S. security guarantees (void if Ukraine attacks Russia), a path to EU membership, and a huge reconstruction program funded by Western money plus $100B in frozen Russian assets.
