appreciate your input but you are missing lots of details. The problem really is how to buy obama care outside states like CA/NY/MA for applicants without income but were sponsored by folks like us. Actually zero income is not an issue because for, an example, I can always loan money (zero interest) to an applicant so it will generate 12K annual income. But remember as a sponsor, my income will also count as income for the applicant thus casuing monthly premium to skyrocket.

Then you don't have to worry about anything. Medicaid is not public charge, according to new federal explanation (see 2022 public charge rules).

In the US, loan money to someone else, even your relatives, without interest, theoretically, may be considered an intention for money laundry if it is a huge amount and catches the eye of the authority. Loan is not income. Have you ever claimed your mortgage as your income? If those are gifts, then you need to pay gift tax. Can gift be considered income? I don't know but maybe. You need to ask a tax expert.

Also, OBcare is NOT a public charge/social security benefit. They're tax subsidized, not given. So why sponsor's income needs to be added? The OBcare policy never says subsidy is calculated using combined income. If you want to donate to Uncle Sam, go ahead.
