I don't believe he really meant "研究人员没有是为了钱进这个圈子的". On the contrary, I would think he was suggesting that these institutions are corrupted by money.

As for HHS, I would agree with Milton Friedman that like most government institutions, their functions or POWER should be greatly reduced.
