Agencies and roles requiring "excepted" staff
"Excepted" employees are those whose work is deemed vital to national security and public safety and must continue, often without pay during the shutdown period. Key examples include:
Defense: All active-duty military personnel, as well as essential civilian staff, are required to report for duty.
Law enforcement and national security: This includes personnel at agencies such as the FBI, CIA, Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE).
Transportation: Air traffic controllers, Transportation Security Administration (TSA) agents, and air marshals must remain on the job.
Public health: Employees in federal hospitals, some staff at the Centers for Disease Control and Prevention (CDC) who monitor disease outbreaks, and FDA personnel dealing with imminent threats are considered excepted.
Veterans' affairs: VA medical centers and clinics stay open, and benefits continue to be processed.
Emergency services: Federal Emergency Management Agency (FEMA) employees typically continue responding to disasters.
Agencies with "exempt" employees
"Exempt" employees are not affected by a funding lapse because their work is financed by sources other than yearly appropriations. They continue to be paid and work as normal. Agencies that often have exempt staff include:
U.S. Postal Service: The USPS is an independent, self-funded agency and continues its operations.
Social Security Administration (SSA): Social Security, Medicare, and Medicaid benefits are considered mandatory spending and continue during a shutdown. However, some customer service operations and administrative support may be reduced.
