He also was among the senior Army officers who insisted on a hard deadline on negotiations with the United States in late 1941. He later infuriated Yamashita by bringing him voluminous notes from Southern Army on how to conduct the Singapore campaign. However, he was critical of the dispersal of Army detachments in the Pacific, likening this to "sowing salt in the sea" (Drea 2010)
