(Freeport LNG) to commission, including cooldown, of Liquefaction Train 2, and return to service certain Phase I facilities, including Liquefaction Trains 2 and 3, Tanks 1 and 2, Loop 1 and Dock 1. This approval is based on a review of the written request filed on February 13, 2023, previous submittals, and supplements filed on February 6, 7, 8 and 17, 2023 as well as satisfactory progression of cooldown activities, including remedial actions taken during cooldown. Freeport LNG must follow all applicable plans, procedures, and mitigation measures described in its previous submittals. Any modifications must be requested and receive written approval prior to implementation. Freeport LNG must also continue to provide and file weekly reports that details the progress toward completing related punchlist items, problems encountered (e.g., leaks, pipe movement exceeding limits, etc.), and remedial actions taken until further notice. Any lessons learned during startup must be applied to other facilities as applicable. This letter does not grant authorization to commission or place Train 1 (Unit 11), LNG Tank 3, Loop 2, and Dock 2 back into service. Authorization will only be granted following the review of filed completed PSSR documentation, any responses requested, a 2 determination that the facilities are fit for service, and documentation that acceptable measures have been put into place to safely return the facilities to operation. We also note that Freeport LNG must also comply with any applicable PHMSA and U.S. Coast Guard requirements. File your responses in accordance with the provisions of the Commission's Rules of Practice and Procedure. In particular, (18 CFR §385.2005) requires all responses to be filed under oath by an authorized Freeport LNG representative, and 18 CFR §385.2010 (Rule 2010) requires service to each person whose name appears on the official service list for this proceeding. PhaseII 包括:
也就是余下的 train 1 ( 液化 unit 1)+ tank ( 3) + loop 2 + dock 2
我原来估计的是 0-14天内拿到这个approval, 从02/13算起, 是第8天,
算是不错的速度。
phase I approval之后, freeport lng terminal 就开启了1/2-2/3 之间了,
很快就能看到inflow 的gas 的流量要上1 bcf /day了。

Freeport LNG Terminal 又file 了 2个大的request, 一切都在向彻底重开的方向行走。
1. 请求用dock 2 作为 dock 1 船的临时停泊场, 进一步加快dock 1装运 lng的速度,
但是,dock 2, 还没有开。
LNG Dock 2 facilities as a lay berth for LNG ships awaiting loading windows at LNG Dock 1
2. 向监管部门汇报,02/11就是周五我们观察到那艘船,确实已经装运lng了。
另外, train 3( 液化unit 3) + loop 1 + dock 1, 已经安全重启, 并在逐步升高速度,
很快就要达到full operation。 今天已经进气 0.5 bcf/day,离一条线满负荷的0.75很近了。
同时, train 2,已经安全启动, train 1已经在 pre-安全启动。换成通俗的话说, train 3处于 3档半速
前进, 慢慢要挂5档,全速前进。 train 2已经开车, 到了p档, train 1处于,车子在检查,准备点火启动
阶段。 还有其他的工作要做, 但是,他的他个request 文件, 基本和我前面分析的情况很接近。
就是 train 2, train 1 要把前面开车的train 3 的程序走一遍, loop 2, dock 2, tank 3, 也要慢慢启动。
按照我的估计, ferc不下绊子的话, 03/15, 应该三条线开启, 就算没有100%, 也有80% 的输出了,
3月底,大概率就全功率运行了。
这个进度是远远快于,reuters经产引用的那帮拿空头钱的分析师的判断的。
不管怎么说, freeport lng 重开的进度, 看起来还可以。
有几个硬数据:
1. inflow gas 的数据, 这些东西都要变lng的
2. 装船的数据
3. ferc上freeport 不断更新的request, 尽管没有被批准, 但是, 进度也是可以大概猜到的,
都开始做微积分的题目了,不可能不会小学加减乘除的。
现在比较关键的是, 02/13提交的 phase i 的申请, 何时被批准。
这个被批准的话, 这个厂的2/3的产能就要被激活了, 目前只是维持在1/3左右。
在后面phase 2被批准, 就是100%产能被激活了。
我目前的预测, 还是3月中旬到3月底之间,大概率会 复产100%。
当然, 到时候, 就算恢复不到100%, 恢复到80%, 也是很好的。
这个事情,我再跟踪一段。
至于你们买不买天然气三傻, 你们随便吧, 市场很多其他的机会, 没必要跟天然气死磕。
