There was a time when "agreements" with other nations resulted in treaties, which had to be ratified by the senate. No more. It's an "agreement" that's done without the advice and consent, and commits the country to all sorts of things. So these agreements are done and undone by presidents alone, and has resulted in a very spastic foreign policy.
