这话常见，a privilege not a right，这里或许翻译成“许可”更恰当。绿卡只是许可，不是（天赋）权利。
另，言辞太Harsh了。不知道川宝金卡到底卖了几百万张，居然对绿卡这么不客气，势利眼太直白了

以前的基本上都是罪犯才被取消绿卡的。

所以，区别在度上。许可，可以多一些，可以少一些。权利，无法剥夺，无法更易。
移民国家，现在（没钱的）移民太多了，只要大大有钱的移民（金卡，五百万一张）。
