LOL, 开头第一句就说了这个提案的目的是：

relating to the eviction from real property of certain persons not
entitled to enter, occupy, or remain in possession of the premises.

所以不仅仅是squatter，也包括拖欠不付房租的租客，任何想要白住他人房屋的人都包括在内。
