Homeland Security agent suing SDPD officer after clash in Costco parking lot
A San Diego police officer is accused of using excessive force, wrongful detention and false arrest after a confrontation over parking at Costco.
The incident happened at the Carmel Mountain Road Costco on July 2, 2024, and was caught on security cameras.
The man now suing the officer and other members of the police department is a Homeland Security agent.
In a matter of minutes, frustration often found in a crowded Costco parking lot accelerated to 53-year-old Chu Ding being rendered unconscious.
“He was knocked cold after his head struck the pavement,” attorney Eugene Iredale said.
“He insulted him and called him a Chinese piece of (expletive). And then to hurl him to the ground headfirst causing concussion,” Iredale said.
Iredale provided a two-minute security camera clip of the confrontation. It shows Ferraro in a pickup trying to park. Ferraro is in plain clothes, off-duty and unarmed.
According to the video — which has no sound to it — Ding approaches and taps the passenger-side window to alert Ferraro that he was in his way and trying to leave. Ferraro seems focused on a spot ahead of him, moves toward it, and then again, blocks Ding's exit.
Ding then can be seen tapping on the truck bed. Ferraro jumps out of his truck, then grabs the Homeland Security officer, who was also in plain clothes.
“(He) was two decades younger and at least 20 if not 40 pounds heavier,” Iredale said.
Ding is slammed to the ground and unconscious, while Ferraro walks back to the truck, the video shows.
