彭立发，网名“彭载舟”，1974年出生于黑龙江泰来。2022年10月13日，他在北京市海淀区四通桥上公开挂出反对习近平名为"疫情清零政策"实为"封锁全国人民"的横幅，震惊中外，成为全球瞩目的焦点。

两幅横幅的内容分别为：“不要核酸要吃饭！不要封锁要自由！不要谎言要尊严！不要文革要改革！不要领袖要选票！不做奴才做公民！”以及“罢课罢工罢免独裁国贼习近平”。在全面封控与高度审查的时代背景下，这场孤身一人的抗议震惊社会，也迅速被封锁与清除。

然而，他的行动并未被彻底抹除。在数小时内，相关照片与文字在海内外社交平台迅速传播，引发广泛共鸣，被视为激发“白纸革命”的导火索。2022年11月起，全国多地爆发反对清零政策的抗议浪潮，延烧至高校、工厂乃至海外华人社群，导致习近平解除疫情封锁，恢复全国人民自由。

Well, that individual can have a criminal history, say, in Brazil, Uruguay, Ukraine, Russia. So there's a lot too that goes into that, what ICE offices and agents do arrest people for.
