One-time $100K for new H1B visa is a great policy to filter out many of the weeds.
There will be some exemptions. Or non-profit can do H1B transfers, which is free of further charge.
BTW by non-profit, do you mean OpenAI?

9/21生效，执行也得明年。人家说得清清楚楚参加2025 lottery的不用交，只有参加明年2月lottery的才需要交。

这种一惊一乍不是第一次，也不会是最后一次

按说明来讲，9月21号生效没有任何意义。 2025抽签的已经定下来了，而且不用交费用。2026年的还没有开始（2月还是3月才开始抽签，四月敲定十月生效，每年都是这样）。 另外，他的法案2026年9月21号失效（不延期的话）。那么从今天到明年开始抽签这段时间P影响没有，还浪费5个月的有效期。
看白宫的官方链接，满篇都是法律术语。到最后P也不是。
真是个草台班子。。。。是不是有幕僚是高级黑啊。
本意挺好，阻止H1B名额滥用，到最后EO签了个寂寞，让大家看懂王笑话。。。
