1. 实用的重稀土矿只有中国/缅甸有。
2. 卡脖子的主要是处理，提纯，精炼。轻稀土的原矿本来就不是大问题。

过去十几年为啥没做，是不想吗？

不光是矿的问题，是冶炼技术的数十年的积累，中国的第一个部就是机械部，其中就包含了大量的冶金工业，后冶金单列成部，这是中国在世界上最强的两大工业。

先弄出来再说，不要讲在格陵兰的开采成本。
然后才到真正卡脖子的冶炼，纯化，磁铁制造。 纯化中国占90%， 磁铁制造92%以上。
