There are different definitions of mass shooting. One definition is at least four killed, excluding gang killings, domestic violence, or terrorist acts sponsored by an organization.
Gun Violence Archive defines it as any with at least four killed or injured. The 211-mass-shootings-so-far-this-year is using GVA's definition.

Does it make any difference? You legally buy it, and then your family member can use it any time they want. Does it matter if you call your family member's act legal or illegal? It does not make a difference. It does not change the Fact of easy access to guns.
