prevent的意思是，禁止设备，从而达到无法建厂的目的。中国很多在建半导体厂因为设备无法进入，事实停工了。

prevent是阻止，手段是禁止设备出口，但华为要在深圳建厂随便，美国反正也管不到，只要管住美国设备就行。这和美国直接下令禁止华为建厂完全是他妈的两回事。
