中国在2025年6月初启用稀土磁铁行业追踪系统,要求企业在线申报交易量、客户名称及最终用途。该系统覆盖“开采-加工-出口”全链条,结合海关电子标签技术,确保每批稀土流向可实时监控。若发现异常(如采购量远超车企需求),系统将自动触发审查。此外,获得许可的企业必须提交书面保证,证明稀土仅用于民用汽车零部件生产(如电机、传感器),并同意中方进行现场核查,至于核查哪个步骤哪个链条,也是由我们决定。此前中国已要求欧洲车企提供“非军事用途证明”,对美适用同一标准。若收货方违反最终用途承诺,中方有权永久取消其贸易资格并追究法律责任。

中国手上的筹码很多,包括稀土出口管制、购买美国国债、进口美国农产品等等,这些都是美国有求于中国之处。
中国向美国车企发放了临时稀土出口许可证。福特公司在芝加哥的SUV工厂,在五月份因为缺少稀土而停产一周。
中国现在最需要进口的可能是EUV光刻机(如ASML NXE:3600D或新型NXE:5000),以及EDA软件等芯片生产工具。
如果美方想要进口稀土,想要中国继续买美国国债,就必须停止阻挠、限制中国企业采购EUV光刻机等高科技设备。

China produces about 90% of the world's rare earths.
U.S. auto companies are already feeling the impact of the restrictions. Ford shut down production of its Explorer SUV at its Chicago plant for a week in May because of a rare-earth shortage, the company said.
Reuters reported on Wednesday (June 4) that China has introduced a tracking system for its rare earth magnet sector in a move to improve its control over the sector and crackdown on smuggling.

The national tracking system, which went into effect last week, requires producers to submit extra information online including trading volumes and client names, said two sources familiar with the matter and another briefed by those involved.
Beijing unveiled high-level plans to establish an information tracing system for rare earth products last June, but there had been no implementation until last week, according to the source briefed on the matter.
Beijing's long-term target is to track the whole rare earth production chain, not just magnets, strengthen its control over the sector, and crackdown on smuggling, illegal mining and tax evasion, according to a fourth source who was also briefed on the matter.
