Companies including Amazon (AMZN) and Microsoft (MSFT) issued emergency guidance to employees, urging H-1B holders not to leave the country until the new rules were clarified. They also asked staff currently overseas to return to the US before the measures came into force on Sunday.

The two technology giants had more than 15,000 H-1B visas approved in the most recent fiscal year, according to the US Department of Homeland Security.
