Course reduction belongs to FERPA?

系里面某个老师教课明显比其他老师多。
我就问系主任，他是不是有course reduction?
系主任回信：

We can not discuss information about one faculty member with another faculty member.
There is a FERPA law in the US that prohibits discussing personal information of one person with another person.

但是我总觉得不对，某个老师获得course reduction 难道属于 personal information?
