3. Financial independence
If you’re an unmarried undergraduate under the age of 24 and your parent(s) are not California residents, you must be able to verify financial independence for one full year immediately preceding the term you wish to enroll. Graduate students are presumed to be financially independent.

Depending on your child's demeanor/trait and interest/major, you may want to wait for UCB. UCB is mostly better than UCI but is more pressurized and the students can sometimes be very mean whereas UCI is more relaxed but that may not be good for kids who is not very disciplined/self-motivated.
