老秦这个事情至少说明一件事
就是中共的所谓组织制度已经名存实亡了。正部长这个level的人全是佞臣。能力，人品，性格可以有差异，但是有一点，全都是老习的“爱将”。因为如果不入老习的法眼，到不了正部长这个级别。同理，哪天老习不爱了，你下去也是分分钟的事儿。要我说老习现在的权力比清朝的皇帝还要大。老毛奋斗了一辈子估计都比不了现在的习在党内的地位。

是，正式的官方文件里都明说了，政治局委员级别，甚至中央委员，都是总书记一个一个谈话“面试”出来的。这种就完全是个人喜好了，看你不顺眼，怎么看都不顺眼，干了啥，干的怎么样都不重要，不是自己人全下。小心翼翼像小胡说你没有进取心，没有魄力，如果干的猛了也可以说你野心大，不老实，不踏实，反正全凭怎么说了。现在的省部级领导如果跟福建，浙江，清华不沾边，基本没什么升迁希望。

Qin, Gang is Putin loyalist.
Qin,Gang has no achievement but all failures: dramatic down-turn of US-China relationship when he became US ambassador in 07/2021, China-SK visa ban, messy trail after his recent African trip… It’s difficult to watch him running Chinese foreign relations down to toilet.
When he was US ambassador, no one wants to do business with him because he was arrogant and impolite. He even yelled at US diplomats to “shut up”! Only after Xie,feng took over, US-China relationship starts recover.
On 12/30/2022, he became FM. And the first thing he did was to impose China-SK visa ban. Everything he touches, it became a crisis. And when Putin stir the pot, Qin,Gang took the bait and more, making already delicate international relationship even trickier.
Not to say the recent "Chinese Balloon" incidence, FM under Qin,Gang was the first to jump up and admit the balloon belongs to China (even though I believe this was not from China. I believe Qin, Gang was compromised by Putin) and screamed at US to order US return the balloon and pay reparation fee… LOL! This conveniently happens right before Blinken’s visit which derailed a long-expected Blinken visit. All were on Putin's wish list. However, the poor Zhuang, Guotai, the head of the China Meteorological Administration, became the scapegoat. Qin, Gang stayed.
His previous speech at 蓝厅论坛 was even more hysterical with little diplomacy. He and Trump are both arrogant and extreme. His job history was bleak, and his job performance is abysmal. It’s hard to believe a person with this kind of job performance can still be promoted into the central committee without Putin’s help.
As a matter of fact, I recommend he retire and work as Putin’s FM. That will help CCP big time!

大使，领事搞的统一战线工作，同乡会，商会。。算不算间谍活动？
接洽对方国家的名流，聊各种新闻，政治经济。这些不好区分，有时候一两句话，就是有价值的信息。
临时派遣的特工人员很多也会去使馆寻求帮助，本地人力物力的支持。
