我查了一下，这个其实2017年trump上一届的时候就调研过了，无息不是指的国债没有收益，看这意思是没有coupon，也就是不像现在的国债定期支付的利息，但是收益还是要体现在拍卖价格低于票面价值，对财政部不见得合算，因为发国债时到手的钱少了
